Construction has been underway for about a year at Outokumpu’s industrial site in Röyttä, Tornio. The project began in autumn 2024, when Tornion Voima started foundation work for the buildings and equipment. In May, the site was handed over to Wärtsilä, which has been responsible for construction and equipment installation.
“Most of the buildings are already completed, and the focus has now shifted to finalizing electrical and piping connections. The four gas engines were installed in July inside the main building. Installation of the main transformer will be completed in October,” explains Tornion Voima’s Managing Director Aki Hakulinen.
For fuel logistics, the power plant will be connected to the gas infrastructure of the industrial site.
The project is progressing as planned, with construction and equipment installation expected to be completed by the end of the year. In the final phase, Tornion Voima will finalize the permitting process and awaits an operational license from Fingrid to begin production.
“If the final stages proceed as expected, the gas-engine power plant can begin production in early 2026,” says Hakulinen.
Supporting Finland’s electricity system
Tornion Voima’s gas-engine power plant will be the first modern engine power plant in Finland. It will provide vital flexibility to the electricity system, for example when wind power generation is insufficient or when other disruptions occur.
“The plant represents a unique form of electricity production in Finland. It enables rapid electricity generation and thus offers important balancing capacity to the electricity market,” Hakulinen summarizes.
The investment is also historic for Tornion Voima. It strengthens the company’s role as a local energy producer and innovator in adopting new electricity production solutions.
“Tornion Voima and EPV Energy will continue to invest in increasing flexibility in the energy system. Solutions like this will be increasingly needed as the energy transition progresses, to better respond to fluctuations in electricity consumption and production.”
Electricity will be produced for EPV Energy and its owners. The gas engines can also support the regional grid during disturbances if needed.
